PUBLIC LIGHTING

Maintenance of public lighting in North Tipperary is contracted to the ESB and funded by North Tipperary Co. Council.

The allocations in respect of public lighting maintenance for 2008 are:
National Routes : €133,000 (recoupable from NRA)
Non-National Routes : €300,000

POLICY ON PUBLIC LIGHTING

  1. Public lighting should only be provided by the council for road safety purposes and not for security purposes.
  2. For this reason, public lighting should be provided as a priority within all 50 kmh speed limit areas. Where appropriate developments are on the outskirts of settlements, consideration may be given to the provision of public lighting provided that in the opinion of the Area Engineer it is done for road safety purposes. In this case, running costs only will be met by the Council.
  3. A 5-year programme for the provision of public lighting within all 50kmh speed limit areas should be implemented subject to adequate finances being available.
  4. Flood lighting of churches, heritage sites etc should not be provided by the County Council as a rule. Where the running costs of such public lighting is currently being paid by the Council this arrangement will continue.

POLICY ON ROADSIDE MEMORIALS EXEMPTED UNDER THE 2001 PLANNING AND DEVELOPMENT REGULATIONS

Although the erection of any structure on or adjacent to a road is generally discouraged from a road safety point of view, it is recognised that roadside memorials are a particularly sensitive issue. The following advice will be given to individuals who wish to erect an exempted roadside memorial:

  1. The location of the memorial should be agreed with the Area Engineer where it is not appropriate to locate the memorial at the exact site of an accident, particularly if it is on a hazardous section of a road, the applicant should agree an alternative safe location with the Area Engineer.
  2. Permission of the landowner should be received.
  3. The maximum size of memorial should not exceed 600 mm. wide x 600 mm. high x 150 mm. deep.
  4. The sign should not be illuminated.
  5. The front face of the memorial should be set back in line with the existing ditch or fence line.
